What is Toggle synchronizer?

A scheme that turns each pulse on the sending side into a toggle of a level signal, synchronizes it, and recovers a pulse on the receiving side by XORing it with its value one cycle earlier. Pulses shorter than the receiving clock period are not lost, but pulses must be spaced several receiving cycles apart.
